My name is John Esch, born and raised Oregonian, 22 year retired Army Veteran, Federal Mining Claim Holder and prospector. I'm a constituent of yours and it has come to my attention that yourself and Co-Sponsor, Senator Merkley, have introduced Senate Bill S-353, in Washington D.C. that will add more scenic waterways in Oregon.
As you may know the Oregon’s economy is in an already fragile condition. By introducing and the possible passing of Senate Bill S-353, will hurt Oregon’s economy by the reduced income on the tax of fuel, reduced business at local supply stores, stores and restaurants in the area where mining takes place. Also the reduction of Federal and State permits and fees income for mining will most likely go to zero. Myself, have invested a lot of time, money in equipment, and permits and fees in my mining efforts, to help supplement my income.
I would like to voice my strong opposition, for public record, S-353.
We need help on keeping our forests open so people can enjoy them and the mineral resources.

No, Senate Bill 401 will add close to 23 new scenic waterways which will put a 1/4 mile boundary on both sides of the waterway and puts it under the State Parks control. You will not even to be able to walk in the water and this affects ranchers, property owners, and anyone who wants conduct any activity in the water way.
Senate Bill 115 bans all motorized equipment and motorized dredges in the State of Oregon.
Senate Bill 12 bans any ATV with a gross weight of 200 pounds in certain waterways.
Senate Bill 370 Creates offense of practicing commercial placer mining without a permit on suction nozzle 4 inches or larger and enforces an annual permit fee of $125
Senate Bill 388 Designates 5 more waterways for certain pilot project management plans and put it under State Parks authority. Basically gives them authority to choose which waterway and what you can or can not do.
Isn't there three or four bills now to make scenic waterways the best use of Oregon waters?
