I looked it up and could find no state or locale ordinances that would prohibit such a thing. But the FAA may require running lights... its not like we live in the Land of OZ, ya know.
The thing in front looks like a headlight. But the little bump between the handlebars and the seat is interesting. My guess would be an infrared sensor. You know, witches have to avoid large fires to avoid getting burned.
